Defends the UCI the  inclusive and sustainable development in Internet Governance Forum

The Forum for Internet Governance 2016 (IGF), held from December 6 to 9 in Guadalajara, Jalisco, Mexico, is a forum for dialogue, organized by the General Assembly of the United Nations since 2005.

Inclusive, prosperous and sustainable development for the future of the Internet, human rights, open access to information, the Internet and the protection of digital heritage, defended the University of Informatics Sciences (UCI), as part of the numerous Cuban delegation that participated in the Forum for Internet Governance 2016 (IGF) held from December 6 to 9 in Guadalajara, Jalisco, Mexico.

During the dialogue, organized by the General Assembly of the United Nations since 2005, the UCI intervened on behalf of the Ministry of Higher Education (MES) in different working rooms and discussion panels.

The dean of school 1 and professor of the University, Ms.C. Delly Lien González Hernández on the last day of discussion, presented an experience on women in computerization of Cuban society, in reference to this teaching-development center of software

This experience, according to González Hernández, is the fruit of the essence of the Cuban social project that for more than 50 years has promoted equal access to opportunities for men and women, regardless of age, race or provenance, In addition to allowing the innovative capacity of Cuban women to be shown, as well as the possibility of their integration for the construction of society with a significant contribution in the computerization process.

The Dean considered the Integral Training Model of the institution that allows to combine the research, the university extension and the software development and validated the contribution of the graduates to the computerization of processes and to direct them, evident in projects of informatization of the Office of the Attorney General of the Republic and migration to free software and open source technologies in Central Government Agencies.

On behalf of the Cuban Association of the United Nations (ACNU), registered in the National Registry of Associations of the Republic of Cuba, the lawyer and professor of the Center for Electronic Government of the UCI, PhD. Yarina Amoroso Fernández, presented the Collective Contribution of Cuban civil society organizations to the IGF 2016 Forum.

In this sense, Amoroso Fernández advocated the implementation of public policies that promote an appropriate regulatory framework for ordering institutional, organizational, functional and technical development for the diversification of connectivity services, for broad and secure Internet access, Centered on the person (user), considered to be the common citizen / individual: girls, boys, youth, adolescents, workers and older adults.

The US blockade to our country, denounced the lawyer, persists and represents a violation of the norms of international law, human rights and the principles of the Charter of the United Nations.

"It has prevented our country from connecting to the submarine fiber optic cables that surround the Cuban archipelago during the rise and development of the Internet, and has forced to rent very expensive satellite accesses, as well as to make millionaire investments In infrastructure and the acquisition of modern equipment and technologies in this sector. "

The Vice-President of the Ibero-American Federation of Law and Informatics also participated in the Civil Society and Private Sector Panel, which was attended by representatives of the Cuban Information Society Union (UIC), the Pedagogical Union of Cuba, representatives of Pakistan , Germany, Spain, USA, Congo, Uganda and Afghanistan.

In her speech, which should have lasted 4 minutes, according to the professor of the Center for Electronic Government of the UCI, she said:

"There are reasons enough to argue the issue of Human Rights, Open access to information and the Internet, to foster a spirit of construction native contents, but in these notes I only try to fly the bird to make the connection with what really We have legislated and more importantly the spirit that moves our legislation, to worship human dignity, which has not yet been heard in any room.

"The Cuban Society of Law and Informatics joins its efforts with the Electronic Government Center and is projected to promote a protection culture by design, we contribute to seek solutions for the protection of Digital Heritage and we develop specialized training in Legal Informatics and Right.

"We dedicate important efforts to contribute to a digital and ethical culture in the use of ICT. We encourage the development of responsible business models that are structured on the basis of strict respect for the protection of information, privacy and privacy of people's data.

"The Cuban Society of Law and Informatics, which has more than 20 years of foundation, has been accompanying the computerization process of the Cuban Society since its creation. It shares the efforts of the Gender and Law Project of the Union of Jurists Of Cuba and we are guarantors from any role of the legal performance of the principles of legal protection and assets designers of the legal infrastructure that the country needs and we participate in the gestation of public policies to ensure human dignity in cyberspace.

"This cyberspace is certainly a space of freedoms and rights, but also of responsibilities and we are committed to making it a space of peace and sustainable, a space for all, for all and for the good of all. Thank you very much. "

The Cuban delegation that participated in the IGF 2016 of Mexico was integrated by the Director of Institutional Communication of the Ministry of Communications of the Republic of Cuba, Director of Information and Analysis of ICAP, President of the Union of Computer Scientists of Cuba (UIC) Other representatives of the different ministries of the country and the business sector, universities and civil society organizations in Cuba.
